CONTRACT FOR Divisional Coordinator: Purnea (Middle- Category-3)
 
Engagement of Consultant
 
1. BACKGROUND / RATIONALE
Purnea is one among the 13 aspirational districts identified by Niti Aayog to bring about all round development. The district with all other districts of Bihar is also a focus district under the Poshan Abhiyan with stunting rates as high as 52.1%. The district has been identified by health ministry as a high priority district and UNICEF being the lead partner for health and nutrition activities in the district. UNICEF, Bihar office has also identified Purnea as one the focus districts to support the District administration to strengthen interventions around health, nutrition, education, and WASH and child protection. The District has a demonstration Swabhimaan project of which System strengthening is one of the strategies. In order to support the district administration to progress well on achievement of Nutrition indicators in the district, a Divisional Consultant- Poshan Abhiyan is positioned in the district/Division to support the Poshan Abhiyan activities as well as help the district achieve the improvement in indicators under the Aspirational district. Major programme to be focused in the district includes Arogya Diwas, SAM management, IYCF, Micronutrients interventions through coordination and convergence with the Health, ICDS and JEEViKA and led by Health Department. The DC will also support the adjoining districts of Division in strengthening the facility based SAM management programme as well as facility and community based IYCF programme under the MAA and Poshan Abhiyan framework. Thus while the nutrition programmes are being implemented, however, considering the critically high level of undernutrition in Purnea and the poor rate of improvement of nutritional indicators as compared to the health, it seems crucial that more emphasis is given to the Nutrition programmes and a periodic review of Nutrition programmes is held. This will help bring more focus on the nutrition specific programmes and help in reducing stunting which has extreme, long term, irreversible effects on the child.
 
2. PURPOSE OF ASSIGNMENT
 
Technical assistance to District Health Society (Purnea)/ Regional Program Unit and DPO, ICDS and DPM, JEEViKA in implementation of Arogya Diwas, SAM management including CMAM, IYCF and other adolescent and maternal nutrition programmes under Poshan Abhiyan in the District and the division.
3. PROGRAMME AREA AND SPECIFIC PROJECT AREA

Outcome – By 2022 infants, young children, adolescent girls and mothers more equitably benefit from high-impact nutrition interventions
Output 2.a.a: By 2022, in UNICEF supported states, government and partners have enhanced capacity to scale up infant and young child nutrition services for children under-two
Output 2.b.a: By 2022, in UNICEF supported states, government and partners have enhanced capacity to scale up services for the treatment of severe acute malnutrition
Output 2.c.a: By 2022, in UNICEF supported states, government and partners have enhanced capacity to scale up nutrition services for adolescent girls and women (before, during and after pregnancy)
4. OBJECTIVE/S
 
The present consultancy position is proposed to support the Regional/Divisional and District Administration, Purnea, technically for nutrition interventions
  1. Support the implementation of the child nutrition interventions in line with child health interventions
  2. Establish the convergence with line departments and coordination with National Centers of excellence
  3. Linking child nutrition interventions with NHM PIP for ensuring enough funding and timely utilization
  4. Support the department to strengthen the current service delivery system with effective MIS and robust monitoring-supervision mechanism
5. MAJOR TASKS TO BE ACCOMPLISHED
  • Roll out the POSHAN Abhiyan activities in coordination with Development partners, government departments and civil society organisations with a focus on District /Block planning and CBE activities in all 4 districts of Purnea Division to ensure universal coverage of key schemes such as SNP, Growth monitoring, Annaprashan, PMMVY
  • Support to all 4 districts in Purnea Division for Jan Andolan Activities with convergence of ICDS, Health, JEEViKA, Education and Rural Development department
  • Strengthen the implementation of Arogya Diwas in all districts of Purnea division with focus on Purnea by support in capacity development and developing logistics and supply plan, monitoring, report compilation and data analysis
  • Strengthen the MAA programme with capacity development of all staffs in DH and FRUs, establishing IYCF counselling centre and breast feeding corners in the DH and FRUs and making all DH & 50 % FRUs as accredited facilities under MAA award category.
  • Strengthening the service quality in NRCs in all 4 districts with focus on Purnea for establishing screening mechanism for SAM with focus on under 6 months, quality services and data management of NRCs and establishing follow up mechanism
  • In coordination with SHSB, CoE and DHS Purnea, support in the pilot of Comprehensive Management of Acute malnutrition in Purnea
  • Support DHS in the roll out of the AMB/WIFS program in 4 districts of Purnea division by building capacity, identifying gaps in existing program, and identifying strategies and resources to bridge the gaps
  • Support Mid-Day Meal Department in Purnea in scale up of School Nutrition Programme -Ankuran in coordination with State School Nutrition Consultant
  • Nutrition interventions incorporation in NHM PIP for 2020-21
  • In coordination with ICDS Directorate and DPO ICDS, support in development of Child Friendly AWCs in Purnea

12. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT (Please use as applicable)
  • Bachelors/ Masters in Public Health/Rural Management/Home Science (nutrition)
  • Minimum four years of post-Bachelor/ Masters experience in supporting State Health Society, Government of Bihar on various nutrition programmes implemented by SHS, GoB. Candidates that have worked ICDS, Health programmes are preferred.
  • Proficient in using MS-Office and willingness to travel to districts, blocks and villages at a stretch a for minimum 3-4 days
  • Fluency in English and Hindi is required. Knowledge of other local Indian language as relevant to the state is an asset. Good negotiation and influencing skills supported by excellent communication and presentation skills is desirable.
  • Working knowledge on analysis package like SPSS/ STATA will be an added advantage
13. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)

  • Sum of technical and commercial will always equal 100 points.

14. IDENTIFICATION OF RISKS FOR THE CONSULTANCY AND PLAN FOR MITIGATION

1. High caliber consultants might not be available as a result of multiple development partners working in Bihar

2. The consultant might leave the task in middle as a result of poaching by various development partners or the consultant might leave the job for career prospects

3. The consultant might not be able to deliver the task

Proposed Mitigation measures:
1. Roster of Waiting list candidates should be prepared at the end of interview process and kept ready for replacement if desired

Purnea is Aspirational district and UNICEF’s High priority district requires technical support through consultancy supporting Poshan Abhiyaan activities in District. District PIP will be having enough funds to strengthen the district level institutes and in future the current position will be supported by DHS to sustain the achievements of Poshan Abhiyaan targets. Thus, consultancy support from UNICEF will be ceased from 2020.
